It is with mixed emotions that I went to the young criminal center every few months to give vaccinations (接种疫苗). On the one hand, I feel lucky to be able to provide a service that may have a positive health effect on the residents. But, on the other hand, I feel a sense of sadness and disappointment as I see the prisoners being escorted (押送) by guards to the nursing unit.
My last visit was very memorable. For some reason, there was a lightness in the air. More than ever before, I felt a lightness as I spoke with each person. We shared stories and smiles and fears. Even the toughest prisoners seemed to be surrounded by light. As a mother, I saw them as not only youth, being punished for crimes, but also as children who have the potential to change for the better. Most of them wanted to talk longer! They were reaching out to us! It felt right.
There was one more prisoner. He was limited to a different unit in a lonely cell. We were asked if we were okay going down there. We said that we were. Two guards escorted us down and when we entered the area, instant tears welled up in my eyes. The area was sad. These guards didn’t smile. We entered the cell and had to make do with what was there.
We were done but I didn’t want to leave. I gave the 17 year old a gentle touch and smile as I explained what to do regarding the side effects. At first, there was no response, so I just looked down at his bare feet and then to my supplies. I thought that I had better pack up. Suddenly, he looked up at me and smiled before he said “Thanks” and then he gave me a thumbs-up. I smiled back and said, “You’re welcome. Take care of yourself.”
It was wonderful to receive a kind response from someone who was in such a harsh place. As we walked back to the main entrance, we didn’t speak. Where there can be a smile, there is hope. Sometimes smiles can be very powerful.

China has completed its home-grown BeiDou Navigation (导航) Satellite System (BDS) with the successful launch of two more BDS-3 satellites, 19 in all, and has started providing services to countries participating in the Belt and Road Initiative (BRI) since the end of 2018. The BDS, which will compete against the US’ Global Positioning System (GPS), will provide high-precision, reliable positioning, navigation and timing services anywhere in the world by the end of 2020.
The Belt and Road Initiative is an ambitious effort to improve regional cooperation and connectivity in a trans-continental range. The initiative aims to strengthen infrastructure (基础设施), trade, and investment links between China and some 65 other countries. It is also expected to increase Beijing’s influence in these countries.
“This is a key step for the BDS developing from a Chinese home system to a regional and then a global navigation system,” said Yang Changfeng, chief designer of the BeiDou system. China plans to launch another 11 BDS-3 satellites between the end of 2018 and 2020. China developed the BDS through a unique technological approach, contributing Chinese wisdom to the theory and construction of international satellite navigation systems.
Altogether 18 BDS satellites have been sent into space in 2018, making this year the most intensive launch of the BDS satellites. They improved their work efficiency by reforming the management process. The number of satellite staff at the launch center has been reduced by nearly half, and the testing time before launch has been shortened by nearly a third. In the CAST production base in Beijing, several BDS satellites are being manufactured at the same time. They try to improve intelligent manufacturing capability, and cut down production times. Construction of the BDS-3 system has accelerated.
Once the BDS is fully completed, it will be the fourth global satellite navigation system after the US GPS system, Russia’s GLONASS and the European Union’s Galileo. India too, is building its navigational system called the Indian Regional Navigation Satellite System (IRNSS), with an operational name of NAVIC.

If you live in Washington, D. C., or Redwood, Calif., you may have glimpsed a small, boxy robot rolling along a local sidewalk, minding it’s own business, but attracting the attention of many a curious onlooker. The autonomous machines were part of a pilot program last year by Starship Technologies focused on delivering meals from local restaurants in dozens of cities around the world.
“Today, more than ever, people lead a busy and diverse life,” Lex Bayer, Starship’s CEO, said in a statement online. “The hassle of needing to rearrange your life for a delivery will become a thing of the past. You don’t have to switch your working from home day, reschedule meetings, visit a locker, drive to a post office or contact a deliveryman all because of a missed delivery.”
The package delivery service is not available to everyone just yet. The company said it’s rolling out the service in Milton Keynes, England. The wheeled robots have a top speed of 4 mph and can detect obstacles from as far as 30 feet away. “The robot can operate through just about anything,” Nick Handrick, head of operations for Starship’s D. C. office, told The Washington Post's Maura Judkis last year. “If you had something in the way—a stick—it’s able to climb the edges of a road.”
By giving customers control of when deliveries occur, Starship Technologies is offering its service as a way to battle package theft. In its announcement, the company cited statistics from a Wakefield Research Poll for Comcast last year that found that 3 in 10 Americans who live in houses or townhouses have had packages stolen.
To sign up for the service, which costs a little more than $10 per month, customers need to download the company's app. Customers then create a “Starship Delivery Address,” a unique address inside a Starship facility, instead of a residence, where they can have packages sent from places such as Amazon, com. Once a package is delivered to the Starship address, customers receive a text that allows them to schedule a home delivery via robot.
