Beijing’s two sessions (会议) are being widely discussed across China. During the sessions, many proposals (提案) and suggestions were put forward. Here are two issues that were discussed during the sessions that might interest you.
Smartphone ban (禁令)
According to the survey conducted last year, 68.1 percent of Chinese primary and junior high school students have their own smartphones. To keep students from playing with their smartphones in class, some schools have already banned smartphones on campus.
Lei Yanqin, a deputy (代表) of the National People’s Congress (NPC, 全国人民代表大会), suggested that smartphones should be banned at schools nationwide. She said that listening to music and playing games in class not only bother teachers, but also make it difficult for students to concentrate (集中注意力). She added that students might also show off their phones too much.
Video game rating system (分级制度)
Over 200 million teenagers across China play online games like King of Glory (《王者荣耀》), Guangming Daily reported. With their computers and tablets, teenagers are able to play most online games produced in China and abroad. However, some games have violent (暴力的) or vulgar (粗俗的) content that might not be suitable for young people.
Many NPC deputies suggested that a rating system for online games should be introduced. All games would be put into age groups according to their content. Players would have to give their ID numbers before playing certain games.

Characters:
Buck—a dog Judge (法官) Miller—Buck’s owner

Buck did not read the newspapers, or he would know that trouble was coming.
In fact, trouble was on its way for every strong dog with warm long hair. This was because men, going through the Arctic (北极的) darkness, had discovered a yellow metal—gold. And because shipping and transportation (运输) companies were advertising the discovery, thousands of men were rushing into the Northland. These men wanted heavy dogs, with strong muscles (肌肉) for working and thick coats to protect them from the cold.
Buck lived at Judge Miller’s house in the sunny-kissed Santa Clara Valley. There were big stables (马厩), long grape fields, fruit gardens and a big swimming pool. Buck ruled over the whole kingdom. Here he was born and here he had lived the four years of his life. He protected the Judge’s sons and daughters on long midnight or early morning walks. On cold winter nights he lay at the Judge’s feet in front of the warm library fire. He was king—king over everything, crawled (爬行的), walked, or flew at Judge Miller’s place, including humans.
Buck was this kind of dog in the autumn of 1897, when the discovery of gold in the Klondike pulled men from all over the world into the frozen North. But Buck did not read the newspapers. He did not know that Manuel, one of gardener’s helpers, was not to be trusted. Manuel loved to gamble (赌博). He believed he could win but he was doomed to failure.
On the night of Manuel’s betrayal (背叛), no one saw him and Buck go off through the fields. Buck imagined it to be a relaxing walk. They arrived at a little train. A man talked with Manuel and money passed between them. Manuel tied a piece of thick rope around Buck’s neck. Buck accepted it quietly. To be sure, it was unwanted, but Buck had learned to trust men he knew. However, when the ends of the rope were placed in the stranger’s hands, he barked. Then the rope tightened (收紧) painfully, his tongue hanging out of his mouth. Then his strength disappeared, his eyes grew dim (浑浊), and he knew nothing when the train pulled up. Two men threw him into the baggage car.

The winter holiday is usually a good time to sleep in. But Gao Yuqi, a 14-year-old boy, got up at 7 a.m. to run at least 2 kilometres every day during the holiday. In fact, this exercise was part of his homework during the winter holiday.
Gao was not alone. Many schools across the country asked students to keep exercising during the three weeks. These years, physical education (PE) test scores are now worth more on the Senior High School Entrance Examination (中考). In some cities in Jiangsu, the score is now up to 40 points.
Because of this, many schools have asked students to run on sunny days and exercise indoors if the weather is bad. Students need to plan their exercise every day. For example, boys are asked to finish the 1000-metre race and girls are asked to finish the 800-metre race. They need to do three sets of sit-ups (仰卧起坐) or push-ups (俯卧撑) each day. Students have to post exercise photos in their classes’ QQ group for the teachers to check after they finish exercising.
It is a big challenge for many students, but helps to make exercise a big part of their lives. Many of the students used to hate exercise, but now they are getting stronger and can run for a longer time or do more push-ups or sit-ups. What should you do if you’re a teenager under a lot of stress, or dealing with a mental health problem, and you don’t have the money to see a doctor?
If you’re worried about paying for mental health care, you’re not alone. Lots of people need help, but worry that they can’t afford it. But it is possible to find cheap, or sometimes free, mental health care and support. Let’s see how teenagers in the US get help.
1School counselors (咨询员) and school therapists (心理治疗师)
School counselors and therapists can listen to you with care for free! They can help you evaluate (评估) the situation you’re dealing with. If they can’t help, you’ll need to do a little more research to figure out how to get help.
2Hospitals
Call your local hospital and ask what kinds of mental health services they can give, and at what price. Teaching hospitals, where doctors are trained, often offer low-or-no-cost services.
3Local mental health centers and clinics (诊所)
These groups are partially (部分) supported by the country, so they only need to raise part of the fund (基金). Search online for “mental health services” and the name of the county or city where you live. One thing to keep in mind: Not every mental health clinic will fit your needs. Some might not work with people of your age. It’s still valuable to give a call, though. Even if a clinic can’t help you, the people who work there might tell you someone who can.
