    There are two factors which determine an individual's intelligence. The first is sort of brain he is born with. Human brains differ considerably, some being more capable than others. But no matter how good a brain he has to begin with, an individual will have a low intelligence unless he has opportunities to learn. So the second factor is what happens to the individual—the sort of the environment in which he is brought up. If an individual is handicapped (受阻碍) environmentally, it is likely that his brain will stop to develop and he will never attain the level of intelligence of which he is capable.

    The importance of environment in determining an individual's intelligence can be proved by the identical twins, Peter and John. When the twins were three months old, their parents died, and they were placed in separate foster (寄养) homes. Peter was reared by parents of low intelligence in an isolated community with poor educational opportunities. John, however, was educated in the home well-to-do parents who had been to college. This environmental difference continued until the twins were in their late teens, when they were given tests to measure their intelligence. John's IQ was 125, twenty-five points higher than the average and fully forty points higher than his brother.

    A Chinese boy is reported to have spent about 2 million yuan in studying in New Zealand but failed to get any diploma. He even could not take care of himself and his grandmother had to feed him.

    The man in the case is a so-called adult baby, because his deeds make him almost the same as a baby. He cannot take care of himself. He is unable to go to school, let alone finish studies. He even relies on his grandmother to feed him.

    However, he burns money faster than any normal student. He spent about 2 million yuan in two years overseas, but could not finish even the preparatory courses.     In a later interview, the mother of the boy was in tears and said she regretted not having taught her son well. Holding Parents Responsible—An Unfair Punishment

    The rise in teen crime suggests that some parents are failing at their parental tasks. To correct the problem, lawmakers in some states require parents to serve jail time. They hope that this punishment will motivate parents to take their responsibilities seriously.

    Despite public support for parental responsibility laws, many people think that the laws are unfair. They suggest that parents should not be punished for the criminal acts of their children, unless it can be shown there is a related fault on the parents' part. For example, if young teenagers are arrested for drinking alcohol supplied by parents, then parents should be held responsible because they helped the teenagers break the law. People who oppose parental responsibility laws also believe that punishing parents is unlikely to create a change in the kids' behavior. These people argue that parents may not be at fault. The children of good parents can fall in with the wrong kids and get into trouble, they say. Worse yet, if mom is in jail, there may be no one at all to control her kid. That lack of control may then lead to more crime.

    The unfortunate fact is that jailing a mom or dad punishes the rest of the family. The jailed parent cannot work to help feed the family or pay the rent. A parent who is sent to jail for the crimes of a teenager may also be fired from a job for missing too much work. Furthermore, little evidence exists to support the idea that the threat of punishment improves a parents' ability to control a teenager. The problem is that some teens cannot be controlled by their parents, even if the parents try hard to control them. These struggling parents are not ignoring their parental responsibilities. Opponents of parental responsibility laws say that parents who are in this situation need help, not a jail sentence.

    Young Chinese parents embracing e-books for children

Chinese children are spending more time reading digital books as young parents are increasingly open to the idea, research shows.

    The amount of time children under 9 spend reading e-books every day increased almost 20 percent to 24. 3 minutes between 2016 and 2017, according to a joint study by e-book company Kada Story and teaching consultancy TAL Education Group.

    A three-year study of 6, 030 parents found that almost 70 percent said they are willing to let their children use mobile phones and tablets, while 25 percent of those born in the 1990s or later said they let their children spend more than 40 minutes a day on mobile devices.

    Parents in first-tier cities are more likely to let their children use mobile devices, with children in Beijing spending almost 70 minutes a day using the gadgets.

"Digital reading is an important skill for children to master in this age of information explosion," said Wang Jing, chief editor of Kada Story.

    However, not all parents want their children to read digitally.

    "I fear e-books will negatively affect my son's attention span or expose him to inappropriate content, " said Xie Wenfeng, mother of a 7-year-old boy in Shanghai.

She said she believed books in print are better for the eyes and do not affect sleep. "I also worry about possible addiction to e-books." she added.
